IIn short, No. It’s a licence (American English “license”), which means an authority has given you permission to drive. BUT… if you do something badly wrong, that permission can be (or will be) taken away. It’s exactly the same as running a pub (“public house”). You, the landlord, has a licence to sell alcohol for as long as you keep control of how you do that, and how your customers behave. (You can decide to devolve that responsibility to a manager, and the manager can do the same to the bar staff, but the person named above the pub door is the “licensee” and they are ultimately responsible).
All of this is closely linked to why we say “priority” instead of “right of way”. There are no “rights”. There are only “wrongs” (pun intended). And if there are too many wrongs, the license will be taken away :) |
