Many things in life are tested. Your skill, your endurance, your patience. School and college involves testing. Some is in front of an audience; most is on your own. Becoming a qualified driver requires both.
The first test (theory) is done alone, in front of a computer screen. You build up marks. The second (practical) is done with an unchosen stranger, observing you driving a car from the seat next to you. Here, you "lose" marks; in other words, "gain" faults.
