You might already have a car in which to practice. This will certainly help, even if it's different from mine.

To decide what to buy, think about (1) initial cost, (2) running cost (insurance; maintenance; vehicle tax; MoT), and (3) fuel.

If you'll drive under 20,000 miles/year, a petrol-fuelled car is probably best, though it's less powerful at low speed (= easier to stall, if manual).  Then there's EVs.
